GOAL has been working in Ethiopia since 1984 implementing a range of activities in its programmes in Humanitarian Response, Rural Development and with street children.

The Humanitarian Response Programme focuses on nutrition intervention activities, working with the Ministry of Health to monitor the nutrition, health and food security status within its current intervention areas in Oromiya, SNNPR and Amhara Region.

The Rural Development Programme focuses on health, education, nutrition and WASH, with particular emphasis on integration of activities and community participation as a core feature of activity in Sidama, Borena and West Hararghe Programme Offices. It is a multi-disciplinary, multi-annual and multi-donor programme operating in six Woredas. Sectoral intervention areas are WASH, Health, HIV/ AIDS, Livelihoods and Agriculture and Education with cross-cutting themes including gender, child protection and community participation. 

The Street Children programme, which is located in Addis, works with on and off street children by focusing on the strengths of children and young people and through partnership building, collaboration and networking with various stake holders, the programme supports diverse community structures and initiative through approaches that are Street and Care focused. Cross cutting issues include gender, the environment, child protection and HIV/AIDS. GOAL Ethiopia utilises a strengths-based approach to all development activities. 

General Description of the Role and Objectives 

• The Country Programme Manager is responsible for overseeing the staff and activities of the GOAL Ethiopia Programme Team (PT). The PT provides technical support to all three GOAL Ethiopia (GE) Programme areas – the Humanitarian Response Programme, the Rural Development Programme and the Children at Risk Programme.

• The Country Programme Manager supervises nine PT staff representing all GE’s sectors of implementation specifically gender; HIV/AIDS; child protection; livelihoods; health; water, sanitation and hygiene; monitoring, evaluation and learning; and community development.

• The Country Programme Manager is expected to have an experience-based knowledge of all GE sectors and as such to provide concrete, practical support in ensuring that activities in each are technically sound innovative, and in keeping with national and international best practices and guidelines.

• With experience working with a variety of donors, the Country Programme Manager will support the design of new projects, proposal development and other activities to support the diversification of GE’s funding base. 

• The Country Programme Manager will also provide support to the PT in project management activities, including donor compliance, budget management and activity tracking.

Description of Functional Relationships of the Role

• The Country Programme Manager will have a functional responsibility of overseeing the sector coordinators within the Head Office Programme Team

• Work closely with managers of Rural Development Programme, Humanitarian Response Programme and Children at Risk Programme to ensure technical excellence of all interventions

Key Duties:

Management

• Line management of Technical Coordinators and leadership of the country-level Programme Team

• Ensure Continuous Performance Appraisal process is followed consistently with team

• Responsible for the recruitment of all HO and Field level technical programmes staff

• Direct Budget Management of specific Programme Quality (M&E, R&D and organisational development) budgets

Technical

• Ensure that Programme Coordinators are able to provide a high level of input and direction in all project design and are responsible for all project planning and budget preparation concerning their sector

• Coordinate project design and funding applications for submission to potential donor organisations

• Develop new and innovative approaches, skills and competencies within the RDP and programme team

• Ensure continuous technical support to field managers

• Coordinate and plan technical support from the HO Programme Team and The Programme Coordinators

Monitoring and Evaluation

• Conduct field level monitoring and prepare field visit reports

• Ensure that information generated from all field sites is documented and where appropriate absorbed by GE staff for future programme design and implementation

• Ensure that all projects are using relevant quality data in the periodic process and impact monitoring of programme delivery

• Assist in the implementation and continued development of GOAL’s M&E framework.

Strategic

• Assist Programme Team Technical Coordinators in the formulation of sector specific strategic plans

• Participate as a key member of the Country Senior Strategic Planning Team

Relationships

• Develop close working relationships with GOAL international Technical Team members and ensure close communication of the Programme Team staff with the respective technical counterparts

• Form working relationships and share ideas and information with other development INGOS and local organisations at national level

• Represent GOAL within national level forums and networks

Capacity and Training

• Mentor national Programme Team manager

• Identify training needs and professional support requirements of staff 

Mainstreaming

• Familiarise, understand and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.

Finance and Compliance

• Familiarise and understand GOAL donor compliance issues, specifically to the terms and conditions of the relevant donors

• Ensure that documentation and record keeping requirements are understood and adhered to by Programme Team staff

• Schedule 'Grant Management meetings' as appropriate throughout the Programme timeframe; at a minimum: pre-implementation, review & close out meetings.

GOAL has been operational in Ethiopia since 1984, implementing emergency and rehabilitation/development projects. The impact of the current drought has been evident in Ethiopia since late 2010; many areas of the country are manifesting serious nutritional problems. The revised Humanitarian Requirements Document launched on 11 July 2011 calls for an additional US$ 398.4 million in humanitarian funding to meet food and non-food needs in Ethiopia between July and December 2011. The total number of relief food beneficiaries has been increased to 4,567,256. The dire situation in Somalia continues to push an increasing number of refugees into Ethiopia with an average of 1,400 to 2,000 refugees per day reported to arrive at refugee camps in Dolo Odo, Liben zone. Many refugees are arriving in a very weak state, with up to 45% of children suffering from malnutrition. In response, the Government has recently given permission for organizations to begin nutrition screening and other services at the reception and transit sites in Dolo Ado.

Currently there are four Somalia refugee camps near to Dollo Odo sheltering 101,315 refugees. GOAL is supporting International Medical Corps with in kind donations of therapeutic food for one camp. Two more camps will be opened shortly to cater for the new arrivals and GOAL plans to support these camps directly. The main support will be nutrition, non-food items and shelter.

GOAL’s Humanitarian Response Program's (HRP) main funders are USAID/OFDA/ ECHO, Irish Aid, UNOCHA and GOAL. GOAL’s nutrition interventions utilize the Community-Management of Acute Malnutrition model of care in line with the country protocols.

General description of the role

The Nutrition Program Manager is responsible for providing technical support and strategic direction to GOAL's emergency nutrition program in Ethiopia in collaboration with the HRP team. Due to the short nature of the contract, the Nutrition Program Manager will be primarily involved in helping to establish a nutrition team, conduct staff training, organising and pre-positioning appropriate materials and ensures the establishment and subsequent maintenance of a comprehensive Nutrition Information System (NIS system) in order to monitor progress and meet all requisite SPHERE standards and reporting needs. 

S/he will represent GOAL at nutrition sector and/or camp management meetings in the locality.

Key duties 

• Assume overall management for all nutrition activities, ensuring they are implemented in line with donor proposals and verify that the GOAL nutrition response remains closely aligned to the needs in this rapidly evolving emergency. 

• Work in close coordination with the Nutrition Coordinator, HRP management team and ACD Programs in order to: 

o Help develop any nutrition related proposals and program strategies (as necessary)

o Ensure a tightly integrated programme approach with any other GOAL support activities; 

o Ensure close coordination with local partners and ensure that community leaders are involved in the decision making process. 

o Work in close coordination with any other operational sectors either implemented by GOAL or other partners (such as WASH, Health etc) ensuring a tight, integrated response is developed across all sectors and natural cross-cutting themes are embedded into each other’s programs.

• Provide technical support to GOAL staff, in consultation with the Nutrition Coordinator, HRP management team and ACD Programs. This support will include: 

o Helping to recruit a newly operational nutrition team to be located in a Dollo Odo refugee camp

o Training of all new nutrition staff working in Dollo Odo refugee camp and assessing their ability to provide key nutritional services to a requisite level (including the provision of high level technical curative care, effective management of supply chains and timely data collection & reporting).

o Overseeing the procurement and pre-positioning of all appropriate materials for the full complement of nutrition activities to be implemented by GOAL (including information education communication (IEC) materials)

o Building capacity of key staff who will be ultimately responsible for delivering programs 

o Nurture and capacity build national Nutrition Program Manager who will take over responsibility for the management of the operation within 1-3 months

o Regular visits to oversee service delivery, conduct on the job training (in conjunction with national Program Manager), identify potential issues and capacity build team to effectively problem solve

o Ensure the establishment and subsequent maintenance of a comprehensive Nutrition Information System (NIS system) in order to provide accurate, consistent monitoring and evaluation systems, to meet all requisite SPHERE standards and reporting needs

o Conduct regular analysis of data with feedback to field based health staff and Addis Ababa

o Responsible for submission of timely donor reports, in coordination with Nutrition Coordinator and HRP Management

• Representation of GOAL at regional meetings, cultivating close relationships with donors, ministries and other key national stakeholders. 

• To be fully conversant with GOAL policies and guidelines, including HR, finance, administration and security protocols 

• Any other related tasks at the request of the HRP Senior Management team

The GOAL Country Director (CD) takes overall responsibility for the planning, management and appropriate development of GOAL’s work in-country. The CD is responsible for ensuring that GOAL’s work contributes effectively and efficiently towards meeting the short, medium and long term needs of the poorest of the poor, within the framework of GOAL’s organisational and regional objectives, in a co-ordinated manner and in accordance with GOAL’s guidelines and principles. The CD has ultimate responsibility for all issues of security.

The position is based in Juba, South Sudan with regular visits to all field sites.

1. PROGRAMMES 

The Country Director is responsible for ensuring that all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner, to ensure that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL’s mission and philosophy. 

Duties:

• The County Director will work closely with the Assistant Country Director – Programmes on all aspects related to programmes.

• The Country Director must ensure that GOAL programmes meet the highest national and international standards, and comply with codes of conduct and agreements to which GOAL is a signatory.

• The Country Director must provide ongoing review and development of overall country strategy, and of individual programme objectives. They must undertake, with the Senior Management Team, continuous review, monitoring and evaluation of the effectiveness, impact and direction of each programme.

• The Country Director will review all programme proposals prepared by the Assistant Country Director – Programmes and the programme team before their submission to donors and ensure that all proposals and reports are submitted to GOAL Dublin and approved prior to submission to donors.

• The Country Director must ensure that there are regular effective communications within the country programme and with GOAL Dublin. This includes the submission of weekly and monthly reports to GOAL Dublin. 

• The Country Director must ensure that GOAL complies with all the relevant legal requirements of the country.

2. DONORS

The Country Director is the principal point of contact with the in-country donors.

Duties:

• The responsibility for securing adequate funds to support GOAL South Sudan programmes is shared between the Country Director and GOAL Dublin; it is the responsibility of the Country Director to secure programme funding from donors in-country where possible.

• The Country Director must be familiar with all relevant donors present in-country and is responsible for developing GOAL’s working relationship and maintaining its reputation with them.

• The Country Director is responsible for liaising with donors regarding all matters related to programmes; including facilitating visits to GOAL programme sites. 

• The Country Director should be familiar with the requirements of the donors providing support to GOAL’s programmes. 

• The Country Director has responsibility to inform Head Office of budgetary overspends or underspends as they affect programmes and plan appropriate interventions.

3. FINANCIAL ACCOUNTABILITY

The Country Director has ultimate accountability for all financial matters in the field and must review and approve the monthly management accounts. 

Duties:

• The County Director will work closely with the Financial Controller on all aspects related to finance.

• The Country Director must ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual.

• The Country Director must ensure that comprehensive and timely reports are produced in accordance with schedules agreed by GOAL HQ. 

• The Country Director must ensure that donor financial reports are submitted in accordance with specific donor requirements.

4. PERSONNEL

The Country Director is responsible for the health and welfare of staff including expatriate and local personnel and are empowered to use all available resources to promote their development in line with GOAL policy.

Duties:

• The County Director will work closely with the Assistant Country Director – Operations on all aspects related to Personnel.

• The responsibility for securing adequate qualified international staff to support GOAL South Sudan programmes is shared between the Country Director and GOAL Dublin.

• The Country Director must ensure that the policies and guidelines, as laid down in the GOAL Personnel Manual are adhered to by all staff.

• The Country Director, with programme staff, is to ensure that all staff responsibilities are defined and understood. This includes the provision of clearly defined job descriptions and up to date contracts. GOAL Dublin must be provided with all copies of job descriptions / contracts and contract extensions related to expatriate staff. 

• The Country Director has overall responsibility for the preparation and implementation of in-country personnel policies in line with overall GOAL and government policy. The Country Director must ensure that all local staff contracts must: 

a) Respect local labour laws.

b) Be consistent with GOAL policy.

• The Country Director must ensure that all incidents/warnings etc. relating to personnel are clearly documented, and signed by the relevant parties.

• The Country Director must ensure that there are procedures in place to support and encourage appropriate personal and professional development of staff within the context of the organisation’s objectives.

• The Country Director is responsible for ensuring staff receive the necessary support and supervision they require. This includes the provision of training for staff in tasks such as project proposal preparation; report writing etc. 

• The Country Director has the mandate to recommend repatriation of any international staff member in line with the GOAL personnel policy.

• The Country Director must ensure that ongoing informal review/evaluation of staff performance, and formal written evaluation of each of the international staff is prepared on a six monthly basis, and sent to GOAL Dublin in confidence. 

5. RESOURCE MANAGEMENT/LOGISTICS

It is the responsibility of the Country Director to ensure that all available and appropriate resources are accessible in their country of assignment.

Duties:

• The County Director will work closely with the Assistant Country Director – Operations on all aspects related to logistics.

• The Country Director must ensure that the policies and guidelines as laid down in the GOAL Logistics Manual are adhered to by all.

• The Country Director must ensure that the reporting requirements outlined in the GOAL Logistics Manual are fulfilled in a timely fashion.

• The Country Director must ensure that there are appropriate systems in place for the effective utilisation and management of finance, personnel, supplies, transport, capital assets etc.

6. SAFETY & SECURITY

It is the responsibility of the Country Director to be fully informed regarding the political and security environment within their country of assignment and for ensuring that all reasonable measures are taken to minimise / mitigate the safety and security risks faced by the programmes and programme staff.

Duties:

• The Country Director is accountable for the overall safety and security of staff.

• The Country Director is accountable for ensuring that the policies and guidelines, as laid down in the GOAL Safety and Security Manual and the site specific security guidelines, are adhered to by all staff at all times.

• The Country Director is accountable for ensuring that policies and guidelines related to safety and security are reviewed periodically and revised to reflect relevant changes in the operating environment.

• The Country Director must ensure that Area Coordinators are adequately monitoring the safety and security situation in their programme sites and that all incidents or adverse conditions affecting staff safety or project operations are notified to the Country Director in a timely fashion.

7. REPRESENTATION / VISIBILITY

The Country Director has the responsibility and mandate to represent GOAL within their country of assignment, this includes media and visibility. 

Duties:

• The Country Director must ensure that there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation.

• The Country Director has sole responsibility for dealing with the media / press in-country. All (political) statements to be issued, and/or policy positions, must be approved by GOAL Dublin.

• The Country Director has the responsibility to provide feedback to Dublin on the possible implications of programme and staff security and of any comments or statements being prepared by GOAL Dublin. 

• The Country Director is also responsible for ensuring that the visibility of GOAL is promoted appropriately at field level.

8. KNOWLEDGE

All Country Directors must be fully informed regarding the political, security and humanitarian conditions within their country of assignment.

Duties:

• It is the responsibility of the Country Director to be fully informed regarding the humanitarian and relief and development perspective in their country of operation.

• Appropriate information should be collected, collated, analysed and forwarded to the GOAL Dublin office on a regular basis. 

9. NORTH – SOUTH COORDINATION

The Country Directors of GOAL North and GOAL South are jointly responsible for ensure good coordination between their respective countries. In particular in relation to:

• Sharing of security information / political developments.

• Areas when one programme can effectively support the other.

• Strategic planning of joint relevance.

• Donors, including management of shared funding.

General Description of the Role:
The Financial Controller is responsible for the financial management, internal control systems and reporting requirements of the organization. In particular the successful candidate will ensure timely submission of monthly reports to GOAL Dublin comprising the Management Accounts, Donor Status Reporting and other reports as required and also ensure timely submission of required donors reports, statutory reports and other ad hoc reporting to relevant authorities. As a key member of the senior management team, the Financial Controller will contribute to the overall development and running of the country programme. 
 
Key Duties: 
• Ensure proper financial systems are in place and implemented to record and report field and head office expenditure;
• Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organization. In particular ensure appropriate cash management procedures are in place and operating effectively;
• Ensure preparation and retention of documentation to facilitate the annual external audit, donor audits, internal audits and revenue audits;
• Oversee all cash management, including cash counts and cash transfers to field sites;
• In cooperation with the Programmes & Logistics team ensure that GOAL South Sudan is in compliance with all relevant donor and internal guidelines;

• Review the financial sections of donor proposals, budgets and reports;

• Maintain and keep updated South Sudan Finance Manual, including a summarized and simplified finance and logistics manual for use by project managers and other field based staff;
